Steve Chang is experienced in a wide range of intellectual property areas. He has prepared and prosecuted patent applications in a wide range of electrical- and computer-related technologies, including video games, user interfaces, telecommunications and cellular network technologies, semiconductor manufacturing processes, power generation systems and encryption technologies. He has also actively litigated patents before various district courts, courts of appeal, and the U.S. International Trade Commission. His litigation experience includes handling the range from presuit investigation, complaints and answers, discovery, motion practice, trial and appeals to both the Court of Appeals for the Federal Circuit and the United States Supreme Court. Steve is also experienced in client counseling services outside of prosecution and litigation, and spends much of his time assisting clients in evaluating licensing opportunities by studying a client competitor’s patent, patent portfolio, and/or technology, or a client’s own patent resources for possible counterassertion.
Outside of work for clients, Steve is an Adjunct Professor at Georgetown University Law School, teaching their course on IP Pretrial Litigation Skills. Steve is also an occasional speaker at selected legal association seminars, and authors various articles in the legal field.
Steve received his Bachelor of Science degree in Electrical Engineering from The Ohio State University in 1995, and his Juris Doctor from the Temple University School of Law in 1998.
Steve is a member of the District of Columbia Bar, and is admitted to practice before the United States Patent and Trademark Office, the United States Court of Appeals for the Federal Circuit, the U.S. District Court for the District of Maryland, and the United States Supreme Court.
